You have to puzzle what he can see! What has happened to disturb these neighbours? Everyone looks slightly distracted by what they can see over the garden fence. Look at this scene entitled "Blooming Marvellous" and put yourself in the place of the toupee clad Topiary Expert. What he can see beyond and including the smug gardener in the bright yellow jumper is what the puzzle depicts. This is the view you have to complete. The last clue (and we hope we aren't making this too easy) shows in silhouette some parts of the puzzle. If you use these as your starting point, it should help in completing this funny puzzle.
